Today three representatives of the Anti Corruption Agency visited my office for the second time in three weeks in relation to its investigation of the videotape that I released to the public on 19 September.

I appreciate the continued cooperation of the ACA but must reiterate my solemn concern that the government is using the ACA to delay a proper investigation and to divert the public’s attention from the critical issues of judicial misconduct that are raised by the video.

The ACA recorded a further statement from me today. I informed them that the original of the 14 minute video clip is with the source who initially brought it to me. I gave them my undertaking however that I would supply them a genuine and proper copy which they could use to authenticate the video clip on Thursday 25 October 2007. However after completing the statement and despite my undertaking, the ACA officers received an instruction to issue an order to me compelling me to submit the original complete videotape recording, including the six-minute segment of the video that has yet to be viewed by the public, on or before Thursday. This was done despite my informing them that the original was still with the source. Failure to meet their demands may be met with prosecution.

It is an anathema that the ACA would be so concerned about the tape’s authenticity when those featured in it, VK Lingam, Ahmed Fairuz, Vincent Tan and Tengku Adnan, have not been investigated or issued any public denial of the conversation that is featured in the videotape.

I therefore call upon the ACA to adhere to its mission in rooting out corruption and investigating the misconduct of public officials and move beyond what can only be described today as a witch-hunt for the whistleblowers.

I also remain deeply concerned over the welfare of the individual or individuals who have asked me to bring this videotape to the public’s attention. The guarantee of their personal safety and immunity from legal action are yet unanswered questions that must be addressed in order for the remainder of the tape to be released.

The establishment of an independent Royal Commission to investigate the serious allegations of corruption that the videotape raises remains an option favoured by the Malaysian Bar Council, political parties from the opposition and from within the government, and other civil society organisations. I would simply reiterate my call for these measures to be taken so that the investigation can proceed in a timely manner.

The ACA delegation was headed by Tuan Sazali bin Salbi, Head of Special Tasks Branch cum Deputy Commissioner, ACA Putrajaya.

Anwar Exposes Judicial Corruption Video

This video recording implicates the highest office of judiciary in a conspiracy to pervert the cause of justice through the machinations of a lawyer tainted with a scandalous history involving questionable dealings and conduct that brings disrepute to the legal and judicial professions.

In 1994, lawyer VK Lingham was photographed with the then Chief Justice Tun Eusoffe Chin holidaying in New Zealand under circumstances that would give rise to the inference of a serious breach of professional conduct on part of the lawyer and even more serious implications of unethical conduct on the part of the Chief Justice. Lingham was also implicated in the PricewaterhouseCoopers report which was tabled to Parliament following a thorough audit investigation of the Perwaja Steel scandal involving the loss of billions of ringgit of taxpayers’ money.

In this video, Lingham was seen and heard to be talking to the current Chief Justice of the Federal Court, Tun Ahmad Fairuz Abdul Halim wherein my name, among others, is specifically mentioned.

It is mentioned in the context of a conspiracy to influence the appointment of senior judges and pervert the cause of justice. In view of this, we have reason to believe that whatever has transpired in this exchange in 2002 had some bearing on the outcomes in a number of judicial proceedings, including mine.

The video also implicates Vincent Tan and Tengku Adnan Tengku Mansor. The former is a businessman and gaming tycoon who was allegedly at the center of a scandal involving the abuse of the judicial process now known as the Ayer Molek case. The latter is a prominent Umno leader and a member of the Cabinet who was involved in the political conspiracy to remove me in 1998.

Such a scandalous expose, as indeed this video really is, only serves to corroborate our allegations of a political conspiracy of the highest level and corruption of the highest judicial office, seriously bringing into question the impartiality of judicial proceedings involving the affected parties. This is matter of utmost public importance and we demand the setting up of an Independent Tribunal to investigate this shameful and scandalous episode.

In this regard, we make a special appeal to the conference of rulers to continue to play their constitutionally entrenched role in safeguarding the rights of the people by exercising their discretionary powers in all matters within their jurisdiction.

"Two of my rallies were stopped by the police late Tuesday. They say we need to have a police permit," former deputy premier Anwar Ibrahim told reporters.

Late Tuesday, at the Tuan Mee palm oil estate, just south of Ijok, police told Anwar's supporters that the rally was illegal. Anwar cut short his speech, saying he did not want to court trouble with the police.

"This is an election. You do not need a permit," he said.

Datuk Seri Anwar Ibrahim was Deputy Prime Minister of Malaysia from 1993-1998. He also served as Minister of Finance for Malaysia from 1991-1998. Highly respected for his principled stance against corruption and his skillful management of the Malaysian economy during the turbulent period of its financial crisis, Anwar is also viewed as one of the forefathers of the Asian Renaissance and a leading proponent of greater cooperation among civilizations. He is an ardent supporter of democracy and is an authoritative voice bridging the gap between East and West. Anwar was invited to join the United Malays National Organisation (UMNO), the ruling political party in Malaysia, and the government in 1982, by then Prime Minister Mahathir Mohamad. His rise in the party and in the government was meteoric. He was elected in 1984, as Leader of UMNO Youth and in 1986, became a Vice-President of UMNO. He served as Minister of Culture, Youth and Sports in 1983; Minister of Agriculture in 1984; and Minister of Education in 1986, prior to his tenure as Finance Minister and Deputy Prime Minister in the 90s.

Active on the national front, Anwar has also been highly engaged in the international arena. He has been a strong advocate for civilizational dialogue and has worked tirelessly towards the ideals of Convivencia, the mutual coexistence of civilizations and the interplay of different social, cultural, and spiritual ideas.

Anwar also was Chairman of the Development Committee of World Bank and International Monetary Fund in 1998. During his tenure he strongly endorsed the initiatives of debt cancellation and reprieve for poor countries, particularly those in Africa.

Throughout his career in public service, Anwar was unrelenting in his campaign against corruption and has been committed to the ideals of empowerment, justice, and equity. He has stressed the need for internal reforms in order to reinforce civil and democratic institutions and to expand the democratic space. As acting Prime Minister in 1997 he introduced the controversial but effective Anti-Corruption Legislation. His emphasis on social justice, poverty eradication, education and civil society has guided his government involvement to the end.

During his tenure as Finance Minister, Malaysia enjoyed unprecedented prosperity and economic growth and joined the ranks of other Asian countries as an “Asian Tiger.” Anwar’s impact on the economy was immediate. Shortly after becoming Finance Minister, Euromoney named him as one of the top four finance ministers and in 1996, Asiamoney named him Finance Minister of the Year.

In the midst of Asian Financial Crises of 1997, Anwar was hailed for guiding Malaysia through this period of instability. He backed free market principles and called for “creative destruction”, highlighting the need to reconsider the proximity of business and politics in Malaysia. He advocated for greater accountability and refused to offer government bail-outs to companies facing bankruptcy. He also instituted widespread spending cuts and gut government expenditure on mega projects. These prescriptions saved the Malaysian economy and earned Anwar many accolades, including the title “Asian of the Year” by Newsweek International in 1998.

As Anwar amplified his calls for reform in 1998, fearing that he was losing his grip over the country, then Prime Minister Mahathir dismissed Anwar from the government and had him tried on trumped up charges. Anwar’s trial and subsequent conviction were widely discredited in the international community. Amnesty International stated that the entire trial proceedings “. . . exposed a pattern of political manipulation of key state institutions including the police, public prosecutor’s office and the judiciary. . .” Many world leaders including US Vice President Al Gore as well as the US Senate called for his release from prison. His conviction was overturned by the Malaysian Supreme Court and Anwar was finally released from solitary confinement on September 2, 2004.

Since 2004 he has held lecturing positions at St. Anthony’s College at Oxford, the School of Advanced International Studies at Johns Hopkins University and at the School of Foreign Service in Georgetown University. Anwar was recently appointed as Honorary President of the London-based group AccountAbility as well as Chairman of the Beirut-based Foundation for the Future. Anwar is also currently advisor to the People’s Justice Party (Keadilan), Malaysia.

He is an internationally renowned speaker on the subjects of democracy, freedom, governance, Islam and democracy and the need for accountability. He resides in Malaysia with his wife and six children.

Anwar declines to reveal his source

Parti Keadilan Rakyat de facto leader Datuk Seri Anwar Ibrahim declined to reveal the origins of the Lingam video clip during a two-hour interview by Anti-Corruption Agency officers yesterday.

Anwar told a press conference at his office that he was questioned by ACA officers on the particulars of the video footage and the sources who had disclosed it.

Only eight minutes of the 14-minute video clip have been made public so far. Keadilan has said the remainder has not been released to protect the sources.

“I am willing to come out in the open and co-operate with the ACA but I am very concerned about the personal security of the sources. The ACA said they were willing to protect the sources, but personal security is not within the ACA’s power, and we will not compromise on their personal safety,” Anwar said.

He said the sources, which he referred to as Mr X and Mr Y, were willing to come forward if they were assured of their personal security, and would reveal themselves “when the time is right".
